Keith Martin's suggestion from this article is a good start, the problem is it does nothing to elevate the issues he is attempting to address. It does nothing for the supply issue, therefore people will still buy their weed on the black market and thus the gangs will still control the drug. The ONLY way to stop the gangs from controlling marijuana is to legalize and regulate the drug and come up with a fair system for distribution putting the sale of marijuana in the hands of responsible business owners.
